Battery Passport Requirements for LMT Batteries (E-Bikes, E-Scooters, Light Electric Vehicles)
LMT batteries need a digital passport from 18 February 2027, with no capacity threshold. Here is what the requirement covers for e-bike, e-scooter and light electric vehicle importers.
Batteries for light means of transport, the LMT category, are among the first to need a digital battery passport under the EU Battery Regulation. From 18 February 2027, an LMT battery placed on the EU market must carry one. This guide sets out what that means for importers of e-bikes, e-scooters and other light electric vehicles.
Which batteries are LMT batteries
LMT batteries power wheeled vehicles designed to carry people or goods that can run on electric power, on their own or alongside a motor, and that are not type-approved as larger road vehicles. In practice that covers e-bike and pedelec packs, e-scooter batteries, and batteries for other light electric vehicles.
The defining feature for scope is that there is no lower capacity limit. Unlike industrial batteries, which are only caught above 2 kWh, an LMT battery is in scope at any capacity. A small e-scooter pack and a large cargo-bike pack are treated the same way for the passport duty.
What the passport has to contain
The passport is a structured record of the battery, reachable from a QR code on or near the pack and kept available online. The data set is defined in Annex XIII of Regulation (EU) 2023/1542. For an LMT battery it covers:
- Identity and chemistry: what the battery is, its cell chemistry, and the identifiers that let it be traced.
- Carbon footprint: the declared footprint of the battery, prepared to the regulation's method. See the carbon footprint declaration.
- Recycled content: the share of recovered material in the relevant metals. See recycled content declaration.
- Performance and durability: the attributes that describe how the battery performs and holds up over its life.
- Hazardous substances and safety: substances of concern and the safety information a handler needs.
- Supporting documentation: the reports and declarations that back the figures.
Not all of this is public. The regulation sets access tiers, so some fields are open to everyone while others are reserved for parties with a legitimate interest or for authorities. See battery passport access tiers.
Who has to produce it
The duty sits with the economic operator that places the battery on the EU market. For importers that is normally you, under your own EORI number. A manufacturer outside the EU can send you the underlying data, but it cannot hold the legal obligation for you, and neither the marketplace nor the carrier does. Buying a pack that already has a CE mark and test reports does not change who is responsible for the passport.
The labelling and hosting duties
Two practical obligations sit alongside the data itself:
- A data carrier on the battery. The QR code or equivalent carrier has to be present so anyone can reach the passport from the physical pack. See the data carrier and QR code rules.
