The EU Central Battery Passport Registry: What It Is and Why It Matters

"Where do I register the battery passport?" is one of the first questions importers ask, and the answer surprises people. The EU Battery Regulation does not create a central database that you upload each passport into. Knowing what actually exists, and what connects to what, saves you from preparing for a submission step that is not there. This guide sets it straight.

The passport itself is decentralised

Under Regulation (EU) 2023/1542, the battery passport is an electronic record unique to each battery, reached through the QR code on the battery (Art. 77). Responsibility for it, including keeping it accurate, complete and available, rests with the economic operator that places the battery on the market (Art. 77). There is no provision requiring you to file the passport itself, with all its data, into a central battery database. You host the passport, or have it hosted, and the QR code points to it.

But one thing does get uploaded

There is an important exception, and it is easy to miss. The economic operator placing the battery on the market or putting it into service must upload the battery's unique identifier to the registry set up under the Ecodesign for Sustainable Products Regulation, Regulation (EU) 2024/1781 (Art. 77(10)).

So the accurate mental model is a split one: the identifier goes to a central EU registry, while the passport data stays with you, hosted and reachable through the QR code. It is a pointer, not a data deposit. Plan for the upload step, and do not plan for shipping your Annex XIII data to Brussels.

What people usually mean by "the registry"

The registry itself is not created by the Battery Regulation. The EU's framework for digital product passports across many product groups is the Ecodesign for Sustainable Products Regulation, Regulation (EU) 2024/1781, and that is what establishes the central registry of product passport identifiers, operated at EU level. The Battery Regulation connects to it rather than duplicating it, which is why the upload duty above points at another regulation's registry.

The Battery Regulation supports that fit by requiring the passport to be built on open, interoperable standards rather than in isolation (Art. 78), and by requiring the QR code and unique identifier to follow a recognised standard (the ISO/IEC 15459 series, Art. 77). Those rules are what let a battery passport be recognised and checked consistently across the market.

Why it still matters for importers

Even without a "submit here" step in the Battery Regulation, the surrounding system shapes your work:

1. Structure is not optional. Your passport has to follow the defined data set and interoperable standards, which is part of why it is a structured record rather than free text. See Annex XIII explained.
2. Findability raises the bar on data quality. Because a battery's identifier and passport are meant to be found and checked, the data you declare is exposed to scrutiny, so accuracy matters.
3. Watch the digital product passport rules, not just the battery ones. The registry your identifier goes to is governed by the Ecodesign for Sustainable Products Regulation and its implementing acts, so the operational detail of that upload develops there rather than in the Battery Regulation's passport articles.
